Workforce Development Partnership

The Healthy Bourbon County Action Team (HBCAT) and Southeast KANSASWORKS have joined forces to remove barriers to employment and connect job seekers with real opportunities in our region. Born out of necessity during the COVID-19 pandemic, this innovative partnership has grown into a long-term, hyperlocal solution to meet the workforce needs of Southeast Kansas.


The program places a full-time KansasWorks Career Advisor in the HBCAT office, offering walk-in, personalized employment services alongside a Community Health Worker. This integrated, co-located model provides holistic support—including job applications, resume help, transportation, childcare, and digital literacy. 


Key features include one-on-one coaching, job placement assistance, and specialized help for veterans, young adults, and justice-involved individuals. Since launching, the program has grown from 11 to over 300 participants in Fort Scott. Success stems from meeting people where they are, combining workforce and public health efforts, and building community trust. Key partners include HBCAT, Southeast KANSASWORKS, local employers, schools, and the Kansas Department of Commerce.
